2. Sustainable Marine Fuels (SMF)-Driving Maritime Decarbonization Amid Technology Gaps

        Sector Needs:

  • With no commercially available zero-emission ship tech, the pathway to decarbonize maritime centers on clean fuels.

  • EU’s FuelEU Maritime sets GHG intensity reduction targets, plus a 2% subtarget for renewable fuels by 2034 if uptake is low.

        Fuel Flexibility:

  • Unlike aviation, shipping has a broader fuel basket: biofuels, e-methanol, ammonia, bio-LNG.

  • Focus is on lifecycle GHG reduction, not just SAF-type fuels.

        Industry Action:

  • Moeve sees marine fuels as part of its integrated renewable strategy, leveraging biomethane and hydrogen production.

  • Regulatory frameworks must ensure fair competition and demand consistency for investment in maritime fuel innovation.

  • The IMO has drafted amendments to MARPOL Annex VI to introduce a “net-zero framework” aiming to bring international shipping to net-zero emissions by 2050, aligning with the 2023 IMO GHG Reduction Strategy.

3. Biomethane-A Key Enabler for Clean Transport & Hydrogen

        Local & Scalable:

  • Biomethane, derived from agricultural and organic waste, is one of the few fully domestic, circular fuels.

  • Plays a dual role: as a direct fuel (e.g., for trucking, shipping) and feedstock for green hydrogen production.

        Industrial Commitment:

  • Moeve is investing in biomethane facilities tied to their new HVO plant in Spain, enabling multiple decarbonization routes.

  • Engie has made large progress and investment in Biomethane plant in scaling biomethane production

  • Spain identified as having high potential due to renewable resources, land availability, and agricultural waste streams.
